Governor Schwarzenegger signed the 2004-05 Budget Act on July 31st. The Budget Act capped seven months
of negotiations with the State Legislature on the Governor’s four part economic recovery plan he had
announced in January, 2004. The 2004 Budget Act reflects the Governor’s Compact with Higher Education
that guarantees predictable tuition, annual increases in both student enrollment and per-pupil spending,
and accountability measures for the University of California and the California State University
systems beginning in 2005. The Budget Act also provides for a total of one years growth or more
than $600 million in funding for the California Community Colleges.
The 2004-05 CAN appropriation in the Community College Chancellor’s Office Budget remained the same as
2003-04 budget year, including the $540,000 allocation of CAN grants to community colleges participating
in CAN.

The CAN Board approved 44 modified or new CAN course descriptors in Administration of
Justice, Anthropology, Biology, Chemistry, Geography, Geology, and Psychology at their
July 7th meeting. The course descriptors were approved under the current CAN model and
are effective for CAN courses qualified in the 2004 CAN Catalog.

CAN is conducting the Annual Review of CAN courses. Each year in early September,
campuses are asked to review the articulation supporting their current CAN courses.
This process assures the accuracy and integrity of qualified courses on the California
Articulation Number System. Your role in completing this process and your campus’
participation in this activity is vital in keeping with the legislative intent of
the CAN program.
Campus articulation officers should go on-line at www.cansystem.org to complete this
review by October 15th. To access your college or university Annual Review, click on
Articulation Online, then log in, once logged in click on Annual Review. On the Annual
Review page you will see five sections that need to be reviewed. When you click on
each section a set of instructions will be at the top of each page. Once you have
reviewed and made the necessary changes go back to the Annual Review Page and check
the box corresponding to the page you have completed. When you have completed all five
sections click the Annual Review Complete button. For assistance in using the on-line

The CAN Catalog of Courses will be published on December 17, 2004 with the corrections
submitted by October 15th. Articulation officers who have not completed the review by
October 15th will not have their institution’s most recent CAN information published
in the 2004 CAN Catalog of Courses. The catalog is a master listing of qualified courses
for all colleges and universities participating in CAN. The catalog is published
annually in December and campuses will be notified of its availability by e-mail.

The “Overview of the New CAN Model” was approved by the CAN Board of Directors on September 15,
2004. The document can be viewed on the CAN website at

The document is a discussion of how the new CAN model will work and is a statement of commitment
from the CAN Board and CANSO to strengthen the CAN process.
The new California Articulation Number system (CAN) model will continue to serve as a course
identification system for lower-division transferable major preparation courses commonly taught
on California Community Colleges and CSU campuses. The goal of the new model is to have full
intersegmental participation. It should be noted that an Executive Order from Community College
Chancellor Tom Nussbaum in June 2003 has mandated the full participation of all California
Community Colleges with CAN.
Colleges and universities will be required to sign an agreement of participation with CAN on a
regular basis as an auditing mechanism and to clarify their responsibilities. The new model is
intended to enhance the scope, quality, and efficiency of the articulation process between
colleges and universities.
The most significant changes in the new CAN model are focused on (1) the CAN course descriptor
process and (2) the CAN course qualification process; these changes are covered in detail in
the document. Other recommended changes included in the new CAN model are:
- The institutional agreement signed by colleges and universities should be renewed annually to
ensure continued knowledge of and commitment to CAN.
- Recommended electives as well as required courses in lower division major preparation can be CAN qualified.
- Electronic methods will be used to expedite the CAN process(es).
- A CAN course descriptor approved through the original system will remain in effect until a
modified descriptor has been qualified under the new CAN process.
The Board has appointed an implementation committee and ad hoc technology committee to work on
the full implementation of the new CAN model including but not limited to: flowchart, timeline,
costs, budget, identify options, number of majors per year and, a clear statement for the relationship
between IMPAC and POL. The implementation committee and ad hoc technology group will meet in
October and will present recommendations for implantation to the CAN Board in November.

On September 24, Governor Schwarzenegger signed SB 1415 and SB 1785. In signing SB
1415 he cited that the bill “…is consistent with the course articulation efforts called
for under the terms of the State's Higher Education Compact.” SB 1415 would require
the UC, CSU and the COCCC to work together on common course numbering, in order to
facilitate the transfer of students from a community college to the UC and CSU. The
Governor states that common course numbering will help students know what courses are
expected for transfer, so that courses do not need to be repeated after students transfer.
In signing SB 1785 the Governor linked the passage of SB 1415 to SB 1785 in that the course
articulation efforts called for under the terms of the State's Higher Education Compact would
require the UC, CSU and the COCCC to work together on common course numbering.

Community College articulation officers should begin to see their 2004-05 CAN grants arriving
in their campus mail during the week of October 11th. These funds are to be used in direct
support of CAN related activities and other articulation efforts on your campus sanctioned
by the CANSO. This year the CANSO is emphasizing the growth of CAN and your institution’s
efforts to expand the number of CAN qualified courses for your college. The CAN grant is a
limited resource for your college to support articulation services and activities. As State
Budget Act funds the CAN grant cannot be used to support college infrastructure costs for
the institutions (i.e. capital outlay costs).
Community college articulation officers are encouraged to complete the 2004 CAN Annual Review
on line at www.cansystem.org as soon as possible so that
your campus CAN grant is not delayed.

The ASSIST website began posting CAN courses this past spring semester. There are approximately
10,000 qualified CAN courses matched to CSU GE Baccalaureate lists and community college to
CSU articulation agreements on ASSIST. CAN data on ASSIST will be updated after the completion
of the CAN Annual Review. CAN information will be posted on ASSIST but CSU campuses will have
the option to display it or not based on campuses articulation strategies.
